区域整体研究层次范围东北临长江，西至黄浦江，（略），含三岔港楔形绿地、滨江森林公园和凌（略），总面积12平方公里，重点开展沿江风貌、生态空间、综合交通等专项研究。
TheoverallresearchscopeoftheregionisborderedbytheYangtzeRiverinthenortheast,HuangpuRiverinthewest,andShuangjiangRoadinthesouth,includingtheSanchagangWedge-shapedGreenSpace,RiversideForestPark,andLingqiaoCommunity,coveringatotalareaof12squarekilometers.Itprimarilyfocusesonspecializedresearchonriversidelandscapes,ecologicalspaces,andcomprehensivetransportation.

4.1应征申请人（以下简称“申请人”）应为合法注册的法人实体或由合法注册的法人实体组成的项目联合体，且应具有与本项目的功能性质相类似的设计经验。
4.1TheApplicantshallbealegalentitythathasbeenlegallyincorporatedinaccordancewithlawsoraprojectconsortiumcomposedoflegalentitiesthathavebeenlegallyincorporatedinaccordancewithlaws,andshallhavedesignexperienceinaprojectwiththesimilarfunctionalnatureofthisProject.
4.2应征申请人应具有承担本征集项目风景园林设计和建筑设计的相应资质或资格。
4.2Applicantsshallhavethecorrespondingeligibilityorqualificationstoundertakethelandscapedesignandarchitecturaldesignofthissolicitation.
（1）中华人民共和国境内的设计机构应具有政府有关行政主管部门核发的：风景园林工程设计专项甲级资质或建筑行业（建筑工程）设计甲级及以上资质；
（1）DesignentitieswithinthePeople'sRepublicofChinashouldhavethefollowingqualificationissuedbytherelevantgovernmentadministrativedepartment:aqualificationcertificateofGradeAforlandscapeengineeringdesignoraqualificationcertificateofGradeAforarchitecturaldesign(architecturalengineering)orabove;
（2）中华人民共和国境外的设计机构应依其所属国或所（略）的管理规定具有风景园林设计或建筑设计的执业许可或经营许可。
（2）DesignentitiesoutsidethePeople'sRepublicofChinashouldhaveapracticelicenseorbusinesslicenseforlandscapedesignorarchitecturaldesigninaccordancewiththenationalorlocaladministrativeregulations.
4.3香港、澳门特别（略）和台（略）的规划设计机构的资格要求参照境外设计机构资格要求的规定。
4.3ThequalificationsforplanninganddesignentitiesfromHongKongandMacauSpecialAdministrativeRegionsaswellasTaiwanshallrefertotherequirementsofqualificationsfordesignentitiesoutsidethePeople’sRepublicofChina.

8.2应征设计补偿金
8.2CompensationsforDesignsProposals

TheOrganizerswillpaycompensationsfordesignproposalsintheamountofRMB1.4million(includingtax)foranyParticipantthathassubmittedvalidresponsedocumentswithinspecifiedtimeframeasrequiredperSolicitationDocuments.TheOrganizerswillnotpayanycompensationwhenParticipantsareunderanyofthefollowingcircumstances:
（1）应征人未按规定时间提交应征文件；

（2）应征人提交的应征文件经专家委员会评审被认定为未对征集文件要求作出实质性响应；

8.3奖项和奖金的设置

本次方案征集将评选出1个优胜设计方案，奖金为人民币60万元（含税），获奖的应征人需结合评审专家意见和主办单位：（略）

8.4适用法律
