Inordertoseizedevelopmentopportunities,continuationoftheAsianGamesEffect,achieveapositiveinteractionbetweenattractingfirst-classtalentsinfirst-classcitiesanddevelopingfirst-classindustrieswithfirst-classtalents,promotehigh-qualitydevelopment,digitaltransformation,andinternationalquality,andcreateaworld-classwaterfrontspaceandhigh-endheadquarterscluster,Binjianggovermenthaslaunchedaninternationalsolicitationactivityforthe"HangzhouOlympicSportsBinjiangInternationalBusinessDistrict(tentativename)DeepeningDesignandArchitecturalConceptualDesign"planbothdomesticallyandinternationally.Therelevantmattersareherebyannouncedasfollows:
一、征集背景
IBackground
杭州第19届亚运会的成功举办，推动杭州站在了新的历史起点上，作为亚运核心的杭州（略）（滨江）开放水平不断拓展，“国际滨”美誉度取得进一步提升。（略）西侧，与钱塘江北岸的钱江新城（略）隔江相望，是临江最具价（略）块，是实（略）能级跨越的战略支点，也是高新（滨江）人“走在前列、勇当先锋，引领时代”精神的在地体现。为建设世界领先高科（略），争创社会主义现代化先行（略），现向全球公开征集具有国际化视野、前瞻性思维、创新型设计的建筑概念设计方案，指（略）高质量建设。
Thesuccessfulhostingofthe19thAsianGamesHangzhouhaspushedHangzhoutoanewhistoricalstartingpoint.AsthecoreoftheAsianGames,theopeningleveloftheHangzhouHightechZone(Binjiang)continuestoexpand,andthereputationof"InternationalBinjiang"hasfurtherimproved.ThedesignareaislocatedonthewestsideoftheHangzhouOlympicSportsCenter,（略）(Binjiang)peopleto"walkattheforefront,beapioneer,andleadthetimes".Inordertobuildaworldleadinghigh-techparkandstriveforasocialistmodernizationdemonstrationzone,wearenowpubliclysolicitingarchitecturalconceptualdesignsolutionswithinternationalperspectives,forward-lookingthinking,andinnovativedesigntoguidethehigh-qualityconstructionofthearea.
二、征集内容
IICollectionContent
（一）设计范围
1、研究范围：（略），南至江南大道，（略），北至钱塘江堤岸。
2、协调设计范围：（略），（略），（略），北至钱塘江堤岸，设计用地面积约77公顷。
3、重点建筑设计范围：（略），（略），西至在建奥体中学，（略），设计用地面积约37.5公顷。
（1）Designscope
1.Researchscope:TotheeastofJinjiRoad,tothesouthofJiangnanAvenue,tothewestofJianghuiRoad,andtothenorthoftheQiantangRiverembankment.
2.Coordinateddesignscope:easttoFeihongRoad,southtoBinshengRoad,westtoXixingRoad,northtoQiantangRiverembankment,withadesignedlandareaofapproximately77hectares.
3.Mainarchitecturaldesignscope:northtoWentaoRoad,southtoBinshengRoad,westtounderconstructionOlympicSportsMiddleSchool,easttoFeihongRoad,withadesignedlandareaofapproximately37.5hectares.

（二）设计要求
一是进一步定（略）域业态及在钱塘江南岸所承担的功能；二是在现有规划成果基础上进行深化设计，对区域空间形态、交通组织、整体景观等内容提出优化方案；三是对重点建筑设计范围的建筑和公共空间进行深化设计，重点建筑设计范围总开发容量约为66万平方米（不含地下空间）。
（2）Designrequirements
Firstly,furtherpositioningtheregionalbusinessformatanditsfunctionsonthesouthbankoftheQiantangRiver;Thesecondistodeepenthedesignbasedonexistingplanningachievements,andproposeoptimizationplansforregionalspatialform,trafficorganization,overalllandscape,andothercontents;Thethirdistodeepenthedesignofbuildingsandpublicspaceswithinthescopeofkeybuildingdesign,withatotaldevelopmentcapacityofapproximately660，000squaremeters(excludingundergroundspace).

Phase1:Prequalification
Theapplicantinstitutionshallsubmitcorrespondingmaterialsasrequired.SolicittheSolicitationAgencystoformaprequalificationcommitteetocomprehensivelyevaluatethecomprehensivestrength,achievements,andexperienceoftheregistereddesigninstitutions,aswellasthemaincreatorsandteams,andselect5nonrankeddesigninstitutionstoenterthesecondstage.Atthesametime,twoalternativedesigninstitutionswillbeselected(inorder).Ifanyshortlisteddesigninstitutionwithdraws,thealternativedesigninstitutionwillreplacetheminorder.
Phase2:schemeevaluation

（四）负责本次方案国际征集设计工作的主创设计师需参加重要节点的汇报会议（包括视频会议）等工作，如在本次国际征集过程中发现主创设计师与报名材料所提交的团队人员不符，主办单位：（略）
（1）Acceptingtheregistrationofdomesticandoverseasapplicants,（略）
（2）Domesticapplicantsmustprovideproofofarchitecturaldesignqualifications,whileoverseasapplicantsmusthavecorrespondingqualificationsorpracticelicensesforurbanandruralplanningandarchitecturaldesignissuedbytheirrespectivecountriesandregions.
（3）Domesticandforeignapplicantinstitutionsmustbelegallyregisteredandhavevalidbusinesslicensesorlegalcertificates,andmustbeanindependentcorporatelegalentity.Fortwoormorelegalentitieswhoselegalrepresentativeisthesameperson,theparentcompany,thewholly-ownedsubsidiaryandtheholdingcompanyarenotallowedtoapplyatthesametime.
（4）Themaincreativedesignerresponsiblefortheinternationalsolicitationdesignofthisproposalisrequiredtoparticipateinimportantreportingmeetings(includingnetworkmeeting)andotherwork.Ifitisfoundduringtheinternationalsolicitationprocessthatthemaincreativedesignerdoesnotmatchtheteammemberssubmittedintheregistrationmaterials,theSolicitationAgencyhastherighttocanceltheirparticipationqualification.
五、参赛奖金

AccordingtotheproceduretheSolicitationAgencyselectedfivefinalists.Theschemeevaluationexpertcommitteereviewedtheschemedesignresultssubmittedbythefivefinalistdesignagencies,andtheSolicitationAgencyfinallyannouncedthelistofwinners.Thosewhosubmittedtheschemedesignresultsontime,metthetechnicalrequirementsofthesolicitationdocument,andpassedthereview,receivedbonus(includingtax):
ThewinnerwillreceivedbonusRMB3,500,000yuan,(includingdeepeningfee).
OtherfouragencyreceivedbonusRMB2,000,000yuaneach.
六、时间计划

本项目方案应征机构资格预审文件接收截止时间为本公告发布之日起至北京时间(GMT+8)2023年10月30日17:00前。
项目计划于2023年11月3日前确定入围应征机构并召开项目发布会，安排提供任务书及组织现场踏勘，发布会时间另行通知。届时入围机构项目负责人（或指定技术代表）及其团队必须参会。方案编制阶段设计周期约为十二周。

七、报名材料
VIIRegistrationMaterials
报名材料内容要求如下：
A4规格（210mm×297mm），1正5副，原则不超过40张单页纸内容（双面打印，页码最多80页，页数限制不含封面封底扉页和目录），胶装。
1、参赛报名表及授权委托（此页需盖章及签名原件，参赛报名表见附件1）；
2、应征设计机构简介（附件2）；
3、营业执照或有效机构注册文件；
4、法定代表人身份证明文件;
5、法定代表人授权委托书（授权委托文件自定义，超过1张单页纸需盖骑缝章）;
6、拟投入项目主要人员一览表（附件3）；
7、主创及团队类似项目经验及业绩：拟投入项目主要人员业绩需包含位于国内一（略）或国际知（略）设计（概念建筑）类项目（建筑面积不小于50万方），单体超高层建筑（100米以上，面积不小于5万方）和公共文化建筑（面积不小于2万方），业绩时限：境内5年内，境外10年内（格式参考附件4）；
8、联合体协议书（附件5）;
9、其他补充材料。

九、版权及法律
IXCopyrightandLaws
1、设计机构保留参赛所提交的建筑概念设计文件的版权，主办方享有建筑概念设计文件的使用权，供主办方用于本次竞赛工作的后续整合深化。未经主办方同意，设计机构不得将获奖方案用于其他项目。主办方有权对提交的所有设计成果进行无偿使用，包括在评审结束后公布评审成果，并通过传媒、专业杂志、专业书刊或其它形式介绍、展示及评价设计成果。所有应征文件在评审后不退还应征单位：（略）
2、设计机构应保证设计成果中所有内容均为设计机构原创，不得包含任何侵犯第三者知识产权的资料。如发生侵权行为，将由涉及侵权的设计机构自行承担一切法律后果。

1、Thedesignorganizationretainsthecopyrightofthearchitecturalconceptdesigndocumentssubmittedforthecompetition,andtheSolicitationAgencyenjoystherighttousethearchitecturalconceptdesigndocumentsforsubsequentintegrationanddeepeningofthecompetitionwork.WithouttheconsentoftheSolicitationAgency,thedesignorganizationshallnotusethewinningschemeforotherprojects.TheSolicitationAgencyhastherighttousealldesignresultssubmittedfreeofcharge,includingpublishingtheevaluationresultsaftertheevaluationiscompleted,andintroducing,exhibiting,andevaluatingthedesignresultsthroughmedia,professionalmagazines,professionalbooks,orotherforms.Allthesubmitteddocumentswillnotbereturnedtotheparticipatingunitsaftertheevaluation.
