（二）关境内投标人：1）应为中华人民共和国境内依法注册的法人或其他组织，提供有效的营业执照或事业法人登记证书；2）投标人应具有良好的商业信誉，没有处于被责令停产、财产被冻结、接管、破产状态，且附信用报告；提供有效的体系认证报告；3）专有、专利技术的证明文件，（略）技术，则投标人应提供技术许可方的正式授权书，且不存在专利纠纷和不影响招标人：（略）
